- Pre-order bonus: Vintage Vice City Pack: the '55 Vapid Stanier, a personal garage near Ocean Beach, outfits and hairstyles for Jason and Lucia, an exclusive weapon pattern. Included with digital purchases before 20 November 2026 and with physical pre-orders while supplies last.
- Setting: the fictional state of Leonida, inspired by Florida
- Confirmed areas: Vice City (Ocean Beach, Downtown, Little Havana), Leonida Keys, Grassrivers, Port Gellhorn, Ambrosia, Mount Kalaga
- Playable protagonists: Jason Duval and Lucia Caminos, a couple. Instant character switching; some sequences are played as a duo.
- Other named characters: Cal Hampton, Boobie Ike, Dre'Quan Priest, Real Dimez, Raul Bautista, Brian Heder
- Wanted system: six stars. Police identify the player by clothing, accessories, group size, vehicle and weapon. A crime is only reported if an NPC witness or a security camera sees it. Investigators attend crime scenes. Police do not appear on the minimap during a chase.
- Character life: the body changes with diet and exercise; sleep and health are managed; haircuts, shaving and working out are available.
- Safehouses are available without purchase, in the spirit of Red Dead Redemption II's camps. The fridge can be stocked: beer boosts Focus, an apple restores Health.
- Vehicles: theft difficulty varies per vehicle with stealing mini-games; electronic locks, key duplicators and GPS trackers; the WAINK app shows theft difficulty and resale value; vehicles need fuel or charging; motorcycle helmets are optional. No official vehicle count exists.
- Economy: money is split between a bank account and a cash wallet; fences buy stolen goods and flag wanted vehicles.
- Missions: open-ended with several approaches, branching narrative choices, some gated behind money. The game is split into chapters. Around 80 hours for the story plus side missions, per the press presentation.
- Activities: boxing, basketball, scuba diving, weightlifting, kayaking, circuit races (16 racers, 2 laps), off-road races (12 racers, bikes and quads), night street races (6 racers), timed shooting ranges, parachute jumps, fishing solo or as a couple, the Trunk Challenge, television, sunbathing, robberies, strip clubs and nightclubs.
- No first-person mode at launch. A 30 fps target was mentioned at the press presentation and has not been confirmed in an official Rockstar Games statement.
