The series is named after stealing cars. In Grand Theft Auto VI the theft is only the first half of the job: a stolen car becomes yours only once it is registered, and registration costs money.

The rule
You do not own a car by stealing it. For a stolen vehicle to become a personal vehicle, the kind that waits in your garage and stays yours, it has to be registered, and that costs money.
An unregistered car stays a stolen car. Fences know a wanted vehicle when they see one.
Waink: deciding before you touch the lock
The Waink app on the phone is the centre of vehicle theft. For a given car it shows three numbers:
- the tool needed to break in;
- its resale price;
- the cost of registering it.
The third number is what changes the nature of the act. Before Grand Theft Auto VI, stealing a car was an instant decision: it is there, you take it. Here the same car asks three questions whose answers pull in different directions.

A sports car can be worth a lot at resale and cost too much to register to be worth keeping. The maths happens on the pavement, beforehand.
The theft itself
Difficulty varies from vehicle to vehicle, with lock-picking mini-games. Electronic locks, key duplicators and GPS trackers are part of the system.
Which means the model no longer decides only your top speed: it decides how long you stand exposed on a public street, and therefore your odds of being seen. Grand Theft Auto VI's police identify you by your clothes, your accessories and your vehicle, and a crime is only reported if a witness or a camera sees it.
Why this changes the rhythm of the game
Money in Grand Theft Auto VI is split between a bank account and the cash in your wallet. Registration is therefore a spend that comes out of something, at a time when money also unlocks certain missions.
The result is that a garage gets built rather than accumulated. Every car you keep is a car you chose to pay for.
